When to trigger

  • You have a consumer or marketing finding and wonder whether "adding policy" makes it a JPP&M paper
  • You cannot name the regulator, statute, rulemaking, or enforcement debate the paper speaks to
  • A policy just changed (labeling rule, privacy law, marketing restriction) and you want to evaluate it
  • You are choosing among JPP&M, JM, JCR/JCP, Journal of Consumer Affairs, Journal of Macromarketing, or a policy-school outlet
  • A coauthor wants to strip the policy angle to chase a "bigger" marketing journal

The JPP&M fit test: policy-first, not policy-adjacent

JPP&M publishes research where the policy question is the point, not the backdrop. A topic passes when three things are true: (a) there is a live policy conversation — an active rulemaking, enforcement controversy, legislative debate, or NGO campaign — that the study can inform; (b) marketing scholarship offers distinctive leverage on it (consumer response to disclosure formats, firm reactions to marketing restrictions, marketplace dynamics regulators cannot see from administrative data alone); and (c) there is at least one actionable margin: a design choice, threshold, scope decision, or enforcement priority a stakeholder actually controls. If you cannot draft a credible 300-word Policy Contribution Statement now — naming the conversation, the advance, and the stakeholders — the topic is not ready for this journal.

The journal's recurring domains: deceptive and unfair marketing practices; warnings, disclosures, and labeling (tobacco, alcohol, food/nutrition, dietary supplements); privacy, data collection, and algorithmic marketing; marketing to children and other vulnerable groups; financial products and consumer financial well-being; sustainability claims and greenwashing; health-care and pharmaceutical marketing; equity, access, and discrimination in marketplaces; social marketing for public health.

The trap that catches the most teams: a rigorous consumer experiment whose "policy implication" is generic ("regulators should consider…"). At JPP&M, reviewers ask which regulator, which instrument, which decision. If every answer is vague, the paper belongs at JCP or JCR.

Shaping the paper for JPP&M

  • Anchor in the regulatory record. Read the actual rule, guidance document, or complaint (FTC Act §5 cases, FDA labeling rules, CFPB actions, FTC Green Guides, COPPA, state privacy statutes). Topics sharpen fast once you know what is already mandated versus contested.
  • Pick the contested margin. Evaluating a settled rule is history; evaluating the margin under debate (extension, format, threshold, enforcement) is a contribution.
  • Plan the counterfactual early. If the topic is a policy evaluation, ask now whether a credible comparison exists (staggered adoption, eligibility cutoff, exempt segment). No counterfactual, no paper.
  • Check the special-issue calendar. JPP&M runs themed calls (e.g., misinformation, AI and consumer protection); a matching call raises fit and reviewer sympathy — check the AMA page for open calls.
  • Draft the Policy Contribution Statement as a go/no-go memo before investing in data.

Checklist

  • [ ] A live policy conversation is named (rulemaking, enforcement, legislation, NGO campaign)
  • [ ] Marketing scholarship gives distinctive leverage a policy analyst alone would lack
  • [ ] At least one stakeholder decision the findings could change is identified
  • [ ] A draft Policy Contribution Statement (conversation / advance / stakeholders) exists
  • [ ] For evaluations: a plausible counterfactual source is identified before data collection
  • [ ] Any matching special-issue call on the AMA page has been checked
  • [ ] One sentence says why this is JPP&M and not JCP/JCR/JM/JCA

Anti-patterns

  • Policy costume: a standard consumer-behavior study reframed with regulatory vocabulary at the end
  • Ghost stakeholder: implications addressed to "policymakers" nobody can name
  • Settled-question evaluation: studying a rule whose debate closed a decade ago, with nothing new at stake
  • Advocacy topic: choosing a question to support a position rather than to test one
  • Counterfactual-free evaluation: promising policy impact estimates with no comparison group in sight
