When to trigger

  • A decision letter arrived and you must extract what the editors actually require
  • Estimating desk-reject risk before submitting
  • Reviews pull in different directions (methods reviewer vs. policy reviewer) and you need a strategy
  • Deciding whether an R&R is worth the added data work, or whether to reroute
  • Wondering how the editor transition affects a paper submitted under the old team

How JPP&M review works

Submissions enter SageTrack and go first to the joint Editors in Chief (Melissa Bublitz and Stacey Finkelstein for submissions from April 1, 2026; verify the current masthead), who desk-screen — the Policy Contribution Statement and abstract carry most of that decision — and assign surviving papers to an associate editor from the journal's AE board, who recruits reviewers under double-anonymized review. The reviewer pool is distinctive: alongside marketing academics, JPP&M draws scholars with law, policy, and public-health backgrounds and board members with agency or practice experience. Plan for the paper to be read simultaneously by someone auditing the estimator and someone auditing the policy realism; a paper that satisfies only one camp usually returns as a split verdict the AE must resolve.

The desk-reject patterns to pre-empt

If two or more of these describe the draft, fix upstream (jppm-topic-selection, jppm-contribution-framing) before submitting; a desk reject here is usually a fit verdict, not bad luck.

Reading the decision letter

  • Weight the AE/editor synthesis over any single review; it defines the revision contract.
  • "Strengthen the policy contribution" — the most common JPP&M R&R theme. It rarely means more words; it means sharper stakeholder mapping, decision-unit magnitudes, or evidence on the contested margin.
  • "Identification concerns" — for evaluations, expect requests for modern DiD estimators, pre-trend sensitivity, placebo tests, or an added design leg.
  • "Consider firm response / unintended effects" — a request to close the loop on strategic reactions or backfire outcomes, often satisfiable with supplementary data or bounded analysis.
  • "Tone down the advocacy" — recalibrate claim verbs and acknowledge trade-offs; this is cheap to fix and expensive to ignore.
  • Split reviews — when the methods and policy reviewers disagree, the AE's letter tells you whose concern is binding; answer both, prioritize the binding one.

Timelines vary with the reviewer mix and editor transition; expect an experimental-plus-policy pool to take longer than a single-discipline one, and re-check current turnaround expectations with the editorial office rather than folklore.

  • [ ] Each major comment mapped to a feasible fix (analysis, data, framing, tone)

  • [ ] Post-transition policies (formats, statements) re-checked before resubmission

Anti-patterns

  • Resubmitting a desk reject with a rewritten discussion and the same fit problem
  • Answering the loud reviewer while the AE's stated concern goes unaddressed
  • Treating "strengthen policy contribution" as a word-count task rather than an evidence/framing task
  • Ignoring the practitioner reviewer because their comments lack citations — their realism check often decides the AE
  • Assuming old-team norms carry over across an editorial transition unverified
